Gondek’s City Hall Reform Agenda Aims to Deliver Real Results

Today I’m announcing a plan to improve performance and accountability at City Hall. Every interaction with the City should make life easier, not harder. Reforming City Hall performance is about making the system work for the people it serves. Calgary is growing, innovating, and competing globally. Our City Hall needs to keep up. This plan realigns our administration to move at the same pace as our people.

Strong cities need strong leadership. Leadership that fixes problems, empowers people, and gets results. My plan introduces a series of practical changes to make City administration more efficient, transparent, and focused on results. With this plan, we will work to modernize City systems, strengthen oversight, and build a culture of performance across the organization.

First, we will reassert Council oversight. Council provides direction and Administration delivers results. The Chief Administrative Officer will report to Council every quarter on the Executive Leadership Team’s progress toward City goals. These updates will measure performance, identify challenges, and set out next steps to keep projects on track. That means greater accountability and transparency at the highest levels of City Administration.

Second, we will establish a Civic Performance Office. This new, independent office will sit within the City Auditor’s Office and measure efficiency, service quality, and project delivery. Every year, it will publish a Civic Performance Report so Calgarians can clearly see how their city is performing.

Third, we will streamline City services. Calgarians shouldn’t have to navigate red tape to get things done. We will review all permitting, licensing, and inspection systems to eliminate duplication and reduce delays. The goal is a modern One City, One Permit model that makes it faster and easier for residents and small businesses to work with the City.

Fourth, we will renew our commitment to public service. Strong public service starts with strong systems. This plan will upgrade outdated human resources technology, expand leadership training, and align performance reviews with measurable outcomes. The goal is a modern workforce that is accountable, innovative, and focused on service to Calgarians.

Finally, we will host Neighbourhood Accountability Forums so residents can see progress in their own communities. These What We Promised, What We Delivered sessions will bring updates directly to Calgarians, giving them the opportunity to ask questions and hold their government accountable.

My plan for reform within the City is about results. It’s about creating a City Hall that performs at the same pace as the people it serves. Strong leadership isn’t about doing it all yourself — it’s about setting direction, empowering people, and making sure every part of the organization is pulling in the same direction.
